Gulf Shallow-Water Groupers Face Major Catch Cuts and Season Changes Starting 2027 Reading Time: 3 minutes

NOAA Fisheries finalized the rule reducing catch limits for the shallow-water Grouper complex and introducing a fixed recreational closed season in the Gulf.

The rule takes effect January 1, 2027, and will stay in place until the more comprehensive Amendment 58A is ready. But let’s break this down further and see what it means for recreational anglers.

What’s Changing

The shallow-water Grouper complex covers four species: Scamp, Yellowmouth, Black, and Yellowfin. NOAA Fisheries manages them under the same measures at the moment.

Starting January 1, 2027, two major changes will happen:

New catch limits

  • Overall complex annual catch limit: 322,000 lb gutted weight

This is a reduction of almost 55% from the previous catch limit.

New recreational season structure

  • Closed: January 1 through June 30 each year
  • Open: July 1 through December 31 each year

This replaces the previous variable season approach with a fixed annual calendar. The recreational season closes on January 1, 2027, and reopens on July 1, 2027.

Why These Changes Are Happening

It’s important to remember that these aren’t unexpected changes. In fact, this is the announced management measure serving as a short-term solution until Amendment 58A is finalized.

The main reason for these changes was the stock assessment of Gulf Scamp and Yellowmouth Groupers, which found that both species were at historically low population levels and were being taken at unsustainable rates.

So, in response, the Gulf Council began work on Amendment 58A, a detailed overhaul of the shallow-water Grouper complex covering catch limit changes and a different grouping of the species, among other things. 

However, because Amendment 58A is complex and will take time to finalize, the Council developed this new rule as a short-term measure. 

What This Means for Anglers

If you’re a Grouper fishing fan and want to fish for them in the Gulf next year, plan your angling trips in accordance with the upcoming rule changes. 

Here’s what you should keep in mind:

  • The new rules apply to federal Gulf waters.
  • The new rules manage Scamp, Yellowmouth, Black, and Yellowfin Groupers.
  • The recreational season is open between July 1 and December 31.
  • The recreational season is closed between January 1 and June 30.
  • The new rules start applying as of 2027 – not immediately!
  • Other Grouper species (such as Gag or Red Grouper) are not affected by this rule. They have their own management measures, catch limits, and seasons. 
  • For state water rules, check with the state’s fish and wildlife agency.
